Safeguarding Integrity

Advancing international anti-corruption collaboration

  • Promote co-operation with anti-corruption agencies around the world (especially Belt and Road countries) through the Hong Kong International Academy Against Corruption established in 2024 via means such as signing memoranda of understanding (MoUs), organising training and exchange programmes as well as conducting researches on anti-corruption, with a view to contributing to the global anti-corruption development. Chapter III Consolidate and Enhance Our Status as an International Financial, Shipping and Trade Centre

International Financial Centre

Further strengthening Hong Kong’s position as an international asset and wealth management centre

  • Seek to work with major sovereign funds in the B&R regions (such as the Middle East) in jointly financing the establishment of funds to invest in assets in the Mainland and other regions. (FSTB)

International Trade Centre

Expanding international economic and trade networks

  • Continue to take forward the diversied promotion work on the B&R Initiative, including leveraging Hong Kong’s role as the functional platform for the B&R Initiative by organising outbound missions, project matching activities, as well as B&R exchange and capacity building programmes, thereby showcasing our strength in professional services, with a view to opening up more business opportunities for Hong Kong enterprises and professional services.   • Explore the feasibility of establishing a B&R capacity building centre to link up with a series of other B&R-related platforms created by Hong Kong, with a view to forging ties with the B&R countries and regions using our soft power, thereby paving early the way for pursuing opportunities in economic development and co-operation in future.   • Continue to organise the B&R Summit and create synergy by making better use of various platforms to tell the good stories of our country and Hong Kong. (CEDB)
  • Organise a B&R cross-professional forum, and invite enterprises of the B&R countries and Mainland enterprises in Hong Kong to conduct high-level exchanges with Hong Kong professionals, with a focus on exploring co-operation opportunities in new areas. (CEDB)

International Aviation Hub

Enhancing aviation development strategy

  • Develop and expand the aviation network with a more forward-looking perspective, which includes supporting the Hong Kong International Airport (HKIA) to strengthen its services on major routes, and planning in advance for civil aviation co-operation with the B&R countries. (TLB)

Regional Centre for Legal and Dispute Resolution Services

Organising training for international legal talents

  • Launch the Hong Kong International Legal Talents Training Academy (HKILTTA) by end-2024 to carry out capacity-building and introduce projects under HKILTTA, and effectively co-ordinate and collaborate with relevant legal organisations or bodies in a timely manner, with a view to stepping up efforts to promote exchanges among legal talents in regions along B&R and continuously providing training for talents in the practice of foreign-related legal affairs for the country. Building an International Hub for Post-secondary Education

Establishing the “Study in Hong Kong” brand

  • Encourage the local post-secondary institutions to enhance collaboration and exchanges with institutions from around the world in promoting the “Study in Hong Kong” brand on a global scale, and attract more overseas students (especially those from the Association of Southeast Asian Nations and other B&R countries), to study in Hong Kong through scholarships and other incentives.   • Step up the promotion of the B&R Scholarship to support the B&R Initiative and nurture more talents. (EDB)

Deepening Co-operation in the Guangdong-Hong Kong-Macao Greater Bay Area

Integrating into national development

  • The Steering Group on Integration into National Development, chaired by the Chief Executive, will continue to holistically co-ordinate and supervise the various initiatives on integration into the overall national development from a high-level perspective, including proactively dovetailing with major national strategies, such as the 14th Five-Year Plan, development of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) and high-quality development of the B&R Initiative, as well as fostering the all-round co-operation between the Hong Kong Special Administrative Region (HKSAR) and Mainland provinces, municipalities and autonomous regions to promote the high-quality development of the Country and the HKSAR.   • Organise promotional programmes and networking sessions to be attended by no less than 7 400 persons;

  • Organise business missions to five B&R countries with about 110 participants in total. (CEDB)
Task on track. The CEDB has organized and initiated preparation for relevant promotional programmes and networking sessions. Efforts have been made to reach out to various professional and business associations, chambers and community groups. Business missions have also been organised.
